py-rattler's `PackageRecord` is missing the `noarch` type attribute?

Ouch - looks like it is indeed missing! I think we need to implement it on the PyRecord type. Something like:

    pub fn noarch(&self) -> Option<PyNoarchType> {
        self.as_package_record().noarch.clone().map(Into::into)
    }

And then
