Unfortunately this is beyond the scope of this plugin. The block currently just links to Moodle's internal messaging system, and the issues you've described are related to that, rather than the block.

Hi Bonmio,
The best thing to do is to start a discussion on the moodle.org forums. You may be able to configure Moodle to behave how you want without changes having to be made. If you find that this isn't possible, you can raise a bug on tracker.moodle.org and propose the changes you'd like.

In your case, you'd need to set every user's messaging preferences to send messages via email, then prevent users from changing this setting. If you ask around the forums (the General Help forum is probably most appropriate), someone may be able to tell you how to do this.
