This bug is already fixed in subversion.
I suggest you check out the latest version of pyang from subversion.

still seeing the same issue- what do I need to check out the latest version with
fixes? Appears svn is giving me 0.9.3 based upon the CHANGES file as first
entry is
"0.9.3 - 2008-12-07"

Actually, CHANGES isn't updated yet in subversion.
Are you sure you're running the version from this checkout? I just this
verified by
doing:
$ svn checkout http://pyang.googlecode.com/svn/trunk/ pyang-read-only
$ cd pyang-read-only
$ source ./env.sh
$ pyang -f xsd ~/ietf-netconf-state.yang

Thanks- sourcing ./env.sh made a for a positive outcome. I had tried running
make
and then setup.py.
