Parent checks do not require the bone meal'ed crop

Right now, we allow mutations based on any of the parent combinations around the target block. We need to ensure we only allow mutations that involve the bone meal'ed block as one of the parents.

Parent checks do not test for maturity

For crops, we should only allow mutations if both parents are max age. Right now we're just testing if the Block types are the same.

Decide whether liquids should be mutatable (and how)

Should we allow the player to create lava via mutation? Water? Other liquids? If we do want this, how does that mutation even look? Do we mutate only in the diagonal blocks adjacent to both parents?

Decide whether ores and other core blocks should be mutatable

It might be cool to have a way to get ores, as well as things like gravel and sand. It could provide another way to make the tech tree more complex, like requiring coarse dirt in a recipe to make cobblestone for instance.

Decide whether mob drops should be mutatable

For peaceful mode or for tougher mob drops like blaze rods, this might be a nice option. Probably hidden behind a config toggle that defaults off.

Not all crops have mutation recipes

This doesn't seem difficult with the addition of a few more placement predicates. I think kelp will be the most difficult since it is a plantable, but also needs to be placed in water.

Decide whether mob spawn eggs should be mutatable

This feels like it could be a nice way to guarantee what types of passive mobs you can get in a skyblock or survival island world, without having to build giant ugly spawn platforms. Something to consider to put behind a config toggle I suppose.

Mutation recipes are hardcoded

We need a way for the config files to specify the mutation recipes. This is a little awkward since we have a predicate for the target soil. Maybe we have a fixed set of predicates, and the config file choose between those presets. I want to avoid having other mod authors need to write their own predicates, but we can consider that in the future.
