Added release tag and bower.json, just for you!
I wasn't actually the one to add it to Bower, but you can install it via:
bower install bootstrap-hover-dropdown
And since I added the bower.json and tag, it should now work (and install the proper dependencies).
Also added an Installation section to the README to mention it.
Sorry for the slow response. Crazy week at work last week coming off of a vacation.
