This also includes talisman -- it shouldn't give you a second copy of any card 
with a potion cost.

Talisman, Remodel, Upgrade, Haggle, Remake, Saboteur and Expand should all 
honor potion. Horn of Plenty and Forge will never gain a card with potion. Does 
this look correct?

Almost.  Talisman should not gain a copy of cards with potion costs.  
Otherwise, everything looks correct.  More specifically:

If the trashed card had potion in its cost, cards allow you to gain a card that 
costs "up to" some value should allow you to choose a card with or without 
Potion in its cost.  
Expand
Remodel
Saboteur

If the trashed card had potion in its cost, cards that require you to gain a 
card costing "exactly" some number should require the gained card to contain a 
potion if the trashed card had a potion cost, and should not allow the gained 
card to contain a potion if the trashed card had no potion cost.
Remake
Upgrade

A card with a potion in its cost does not cost "X coin or less", so Talisman 
should never gain an extra potion cost card.  This is mentioned in the Alchemy 
rules.

I haven't looked at Haggle yet, but I'll assume it falls into one of these 
categories.

Should Ironworks honor potions? In 1.9.b11 it doesn't. I can gain a Golem with 
Ironworks.
