You're right strokes width is limited to 1.0. It also looks like it does not take into account the pixel ration so at pixel ratio 2.0, the min line width is 2 pixels. This can be easily fixed.

The case where a line width is less than an actual pixel is a bit more problematic. Most libraries I know clamp the actual rendered line to 1.0, and fade it out using alpha. This gives visually thin lines.
