Allow timeout customization on Ironic

@ismacasti Greetings, is there any chance you can provide some details regarding the hardware that is needing this configuration change. I ask because the ironic community has generally not heard of the need, and if this is becoming a need on hardware starting to ship, then the default timeout upstream needs to be adjusted.

Hi @juliakreger,

We are using our own hardware, Ericsson SDI. (https://www.ericsson.com/en/portfolio/digital-services/cloud-infrastructure/software-defined-infrastructure).
The Redfish API is cached, so power changes usually take a bit more than 30 seconds to show up.
If the API is on heavy load, more delays can be expected.

I see no problem with this, as long as we don't require users of the image to provide a value and keep the current default.

I don't necessary disagree with setting it, but providing a shell option for everything you can tweak in ironic won't scale for sure. We need a scalable way to provide such options for fine tweaking.
