I think this is standard behaviour, how are you expecting it to handle this?
This would actually be an issue for the handlebars project however also. Meteor could perhaps handle errors on this and give more useful advice to the issue perhaps?

Found this crash, that seems to be related, when adding an html comment between body and template sections:
<body>
...
</body>
<!-- comment that causes a crash -->
<template name="mytemplate">
...
</template>

We have a new HTML scanner being tested right now that supports top-level HTML comments and gives better error messages. It'll be out soon!
