MFEM does have a makefile in the top directory: https://github.com/mfem/mfem/blob/master/makefile.
For building instructions, see https://mfem.org/building, https://mfem.org/serial-tutorial, https://mfem.org/parallel-tutorial.
For more details about building MFEM see the file INSTALL in the top MFEM directory: https://github.com/mfem/mfem/blob/master/INSTALL.
Regarding using a Homebrew installation of MFEM: I don't think it builds and installs examples, just the library itself. You may still be able to use the Homebrew-built MFEM library with the example sources by adding the flag CONFIG_MK=<homebrew-dir>/opt/share/mfem/config.mk to the make command in the examples directory.
