@naveenhegde22 as the error message says, the configuration file could not be read because your process does not have sufficient permissions to do so. Therefore the file's contents are irrelevant at that point because podman wasn't even able to read the file anyway. (For the future: If you must paste the contents of a large configuration file within a GitHub issue, please wrap it with "```" (preformatted/code) to make it more nicely readable.)
To grant all users read permissions on that file, you could do the following:

sudo chmod +rx /etc/containers
sudo chmod +r  /etc/containers/storage.conf

If you install podman from the tar archive attached to each release as described within the readme, you shouldn't run into such problems.
I guess you created /etc/containers and/or the configuration explicitly with the wrong file system permissions / without copying it from the tar including the permissions it has within the tar.

Correspondingly I am closing this issue.
Feel free to reopen it or create a new issue if anything is still unclear.
