That sounds like a very valid reason. It probably needs some code since, at the moment, you don't really toggle the sign column, but the plugin itself which means that:
1) the signs get removed
2) it won't look for new changes anymore

Okay. I won't implement this since it's not worth the overhead.
At the moment line highlighting is based on placed signs, thus you can't highlight lines when there are no signs. Adding that feature would add a lot of code that doesn't really belong there.
The sign column is always 2 columns, I think that can be handled otherwise? If you're comparing buffers in vsplit or somethign you could also just toggle the plugin off the time being. I don't know what your use cases are.
