You need to define API version in a “pbiviz.json” file. It is like a configuration file used to build visual.

So what happens:
You use “pbiviz start” command which triggers globally installed “powerbi-visuals-tools”. Seems it’s version is above 3.3.0 and starting from this version it have minimal API support restriction (I updated to 3.6.0 and was able to modify and repackage the visual for localized needs).
When you start the project, “powerbi-visuals-tools” verifies installed API with this setting.

So you need to either rise the API version in “pbiviz.json”, or use “npm run start” command to run local project script which will launch locally installed older version of “powerbi-visuals-tools”.
