Hi team, I had the wrong file in the issue, it is actually the appservice.bicep file not the main.bicep file where this issue - sorry!!

Here's insight to a possible fix (link), though it requires going into the portal. For now it appears removing/commenting out the three retentionPolicy blocks in appservice.bicep works.
