I don't know why the Progress doesn't reach 100% reliably. Looking at the tests, I can see we don't expect it and when I change the assertion to expect it, it fails. I might look into that. But why is it important? Progress percentage is an estimate, and when the returned Task completes, you can assume it's 100%.
