This was made depending on the latest in master directly rather than consuming the NuGet, if that matters for any relevant digging.

This is unblocked using IpOverUsb to connect to the device; potentially a WiFi issue? Still digging.

Note - I could not repro this against Desktop or IoT. It could potentially be a WiFi issue - can you try altering the connection so that it doesn't attempt to reconnect over WiFi? @davidkline-ms might be able to shed more light on that portion, since I think there are some HoloLens specific changes here.
