And in my case this seems to be a flaw of winget export -o

The error seems to have been downloading the Grammarly manifest.

Can you update the PreIndexed package and still reproduce this error?

Run winget source update and then run winget upgrade --all again?

I am receiving the exact same issue. I don't know if it is related but I cannot update anything in the Windows Store either. I don't see anything meaningful in my system logs.

@denelon And it's better upgrading for other packages is not blocked by this issue for the certain package.

I got the same error when updating a single package. Trying to upgrade v1.43.3 to v1.43.4. Running winget source update did not help.
