Yes, you can use toPrecision or toExponential:

var n = new BigNumber('9.999999999800000000001e+21');

If you just want the result as a string you can use

BigNumber.config({ ROUNDING_MODE: 1 });    // ROUND_DOWN (i.e. truncate)
n.toPrecision(10);                         // '9.999999999e+21'

or if you want the result as a BigNumber

n = new BigNumber( n.toPrecision(10) );
n.toString();                              // '9.999999999e+21'

Notice that the rounding mode had to be set first, otherwise, with the default rounding mode (4, ROUND_HALF_UP), you would get

n.toPrecision(10);                         // '1.000000000e+22'
