I dont think so.
you will never be sure about things like timezone and different datetime handling by the different type of databases.
But if you are sure about the resolution date, you can use the MergeRow option (look https://dotmimsync.readthedocs.io/Conflict.html)
The ApplyChangesConflictOccuredArgs object contains all the metadata you need to resolve your conflict.
