The source of the problem is that default Neptune worker uses Python 2. I have to specify the worker (e.g. --worker gcp-gpu-medium).

--environment keras-2.0-gpu-py3 \
--worker gcp-gpu-medium \
-- dry_eval --problem fashion_mnist
