parsing result validation: Validator class at src/kep/validator.py

Better separate VALID_DATAPOINTS in vintage.py into annual, qtr and monthly lists of dictionaries with keys (freq, year, label, value), where value is float for annual data and dictationary like {period:value} for qtr and month data.

VALID_DATAPOINTS is now ANNUAL + QTR + MONTHLY

• TODO 1: test file test_validator.py now contains asserts, must convert this file to pytest with classes, with similar naming/structure as in reference test files
• TODO 2: indicate missing/suggested tests for test_validator.py, add these tests
