Forwarding between channels using HTLCs

James is working on this, targeting 6/22 for completion

let's split into (1) add the HTLC to the channel (2) removing the HTLC from the channel (3) defending the HTLC on chain (4) making it work with the watchtower. Then there is the concept of forwarding the HTLC (need to find the route and pass the HTLC along the route until it reaches destination) and then settle (back propagate the pre-image).

(4) making it work with the watchtower = cool to have, but can do without it. Maybe also delay the routing (focus on Add/Remove/Clear on chain. Routing can be manual in the begining. not necessarily needed immediately. can do swaps, etc, without routing. Routing can be a huge time suck.
