Yeah, I agree that there should be a comment header with the target moment-timezone version and the TZDB version as well.
I don't think there is an issue using this in node, as all the timezones are loaded automatically via moment/moment-timezone/index.js
A data builder would be a good grunt task addition I think. The current builder on the site is a pretty small amount of code. moment/momentjs.com/source/js/timezone-data.js
Right now, the documentation is noticeably sparse, so I think adding docs on how to generate your own data files is a good addition.

I've heard that the data builder is no longer needed as of version 0.1.0 but that may be old news. I'm assuming it's still waiting to be re-fixed?
