Same result, no exception are thrown, the files are created on "ChangedFiles" folder but the title property doesn't change.

Are you trying to set the title in the ID3v1 tag or the ID3v2 tag? The code you pasted is setting the ID3v1 tag only. Most applications will use the information in the ID3v2 tag if an mp3 has both an ID3v1 and an ID3v2. I generally set both to have the same data, or remove the ID3v1 and set only the ID3v2.
