IIRC on Windows it's standard practice to put .dll files together with executables in bin/. Perhaps so that correct .dll is always loaded if it's used by an executable. E.g. I looked at my MinGW installation and it has a bunch of .exe and .dll files in bin/ while lib/ contains some .a files.
What problems exactly does this cause for LuaRocks? It should look both in bin/ and lib/: install.bat.
