How to use this library to create a java client

1. Unfortunately I'm not sure is it possible. I used JSR-356 (websocket API) so your application should provide implementation of this API. What is worth to mention, if you check nextrtc-example-videochat it's quite easy to create executable jar which behaves like plain java app.
2. You can write your own signal or use existing one see shouldSendTextMessageToOtherAudience

But this uses javascript for client side, pure java native app cannot easily embed that without significant performance penalties. Any suggestions?

I don't understand your question :(. Please give me more details (wider context, or description of problem that you had)
If you want to write your own java client (only for exchange messages) it'll be quite easy (please take a look for the TaekminKwon comment on Jan 31 in this issue ). If you want to write app in java that'll be broadcasting WebRTC Video/Audio stream and do much more complex stuff you should check Kurento project
