This was a deliberate design decision to encourage the installation of Apple updates. I think any change in this behavior should involve community discussion.

I recalled another reason I did this: If there are any munki updates, we don't show Apple updates. So if the optional software button was available, a user then selects an item to install from the optional software, and is confused that the Apple updates have now disappeared from the list of updates.

With the new combined Munki/Apple updates in a single run, the Optional Software button is no longer hidden if Apple update are available.
