The presumption should be on not adding it for three reasons:

  1. Morally, if you make a request, you should have to deal with the consequent email. Anyway, that's how the alternative of just emailing your FOI request works - if you make a request to an authority directly, you have no option of opting out of being sent your answer.

  2. Nobody has, that I can recall, ever complained. I think perhaps once we have changed somebody's email address of their user account to a blackhole, but it would have been in an extreme circumstance.

  3. It would complicate the code / developing it would have an opportunity cost of what you could do instead.

That said, if Hotmail require something you should do the absolute bare bare minimum they require. What is that? What are the consequences in practice of not doing it?

Also, email is decreasingly important, I can imagine a future where it is the wrong sort of messaging. That said, many WDTK users are older users who only use email for push messaging (and not Facebook or Twitter, say).

In regard to the final point, should we add "Follow by Twitter" option to the email/RSS mix? How would it work?

Follow by Twitter would probably best use @ messaging to tell the person. Pingdom alerts is doing that, and it works quite well. i.e. you follow @pingdomalerts, then tell the UI to tweet @ you each time event happens.
