On the second paragraph, I've today made tweaks that has (at least for 2013-02-05 debates - http://www.theyworkforyou.com/debates/?id=2013-02-05a.125.0 is no longer part of the "Building Regulations" bill!) led to a better heading structure. This could be run on older ones as and when people complain about them.

Ok, and if an "in the chair" heading comes immediately after a speech, it will be converted into a procedural speech. This should leave it working at the start, or when preceded by a heading to be merged into. Have reloaded any 2013 (and 2012-05-22), would need all reparsing/reloading to fix back in time.
