BTW. I am not sure what submodules do or if they fix this problem in some manner...
But I had this error, and I hade to clone manually ImGuizmo:

for far, I'd prefer you to report this to original ImGuizmo repository.

for submodule, I guess you are using GitHub via HTTPS, right?
That submodule URL I added to this repository is for SSH.
If it is it, it's general problem of GitHub, and I think your fix is not bad.
