I couldn't reproduce this bug.
If the scope doesn't contain variables or functions referenced in label, the result will be "State " (no curly-braces) . In your case, the label isn't even interpolated, maybe due to an error just before.
Do you have any log in console ?
If not, can you give me more elements, like the entire state configuration or ideally, an relevant Plunker or Fiddle ?
AngularJS & UI-Router versions that you use can be useful too.
