This has been somewhat patched in the very latest release (for Rimworld 1.3) although there are definitely some quirks here and there in the output of the filtered tiles. There is an hidden option in the mod, see the "option" tab to toggle the behavior between the way partial and off states are handled (IIRC the option is named something like "defaultOffPartial"). This handling is the culprit, I should stick with an ON / OFF behavior if the filter is selected.
I'm leaving this open until I can confidently say it works as intended.
