Weird... If you look at the Set up job step you can see that it thinks it has PullRequests: read.

I'm not sure what would cause that.

In my workflow, when I give pull-requests:write, it does not work correctly with error Error: Resource not accessible by integration(result) What should I do?

This isn't really something that can be "fixed". The default GITHUB_TOKEN permissions are set globally to GitHub so they can't just be changed for a single action. You need to perform the workaround I listed in the description.

The "fix" that would justify closing this issue would just be updating the documentation to state that write permissions are necessary.
