For newbies: gephi must be installed if you want to compile neo4j-apoc.
The Graph Streaming plugin must be installed and the streaming master must be started within Gephi, too.
Follow the instructions on the main neo4j-apoc documentation, at https://neo4j-contrib.github.io/neo4j-apoc-procedures/#_streaming_data_to_gephi and you'll be ok.
I guess this dependence should be marked as a prerequisite.

Thanks for raising it, it should also work without then, it skips the test.
But there was a change in the exception that was thrown in case of refused connections.
