I'd disagree on that one : just use actual vi in that case. I think the aim of neovim is not to provide minimal binaries for default installations. For that purpose the existing does and will continue to work just fine.

I agree with gilligan: vim-tiny and other minimalist builds can continue using old Vim, or even vi.

This is against the purpose of neovim. There's a lot of stuff to be done in
neovim and trying to be minimal, backwards compatible... will make it
harder. Original vim can focus on these issues. That's why improving it got
so hard in the first place.
