Are you able to look in the php logs at the time you were seeing the error? The app logs to php error logs. I personally don't like using CURLOPT_SSL_VERIFYPEER => false because that puts users vulnerable to MITM attacks.

I didn't managed to get any error since $checks variable is empty. I didn't managed also to get PHP error from output in website and in php error_log. It looks like there must be some cert file downloaded locally and pointed in curl options:

EDIT: I'm using it with PHP 5.4.9 runned on Windows Server 2012 R2

I am able to replicate this on Windows 7 SP1, x64. I only use this machine for development. On my production server this doesn't show up. A configuration boolean 'use_ssl' could be useful.
