Not sure where you got the random number 59 but it's 100 globally and per guild as the API Docs mention. The API does also throw a specific error if the limit is reached, not sure how the library handles that though.

Having said that, I don't think the library should set a hard limit since Discord can change it any time, users should be aware of the limit.

Generally we don't add validation for limits like this. It is quite rare to meet the limit as that is on top level commands. You can have 25 sub command groups with 25 sub commands each, coming to 62500 sub commands - where you're limited by the size of the slash command payload itself.
