The App Store under iOS6 can be a little bit flakey. Can you paste the URL that iRate is attempting to open and I'll see if it looks correct (it would help if you don't obfuscate your app ID - it's public information anyway).

This is the irate console output:
iRate is checking http://itunes.apple.com/US/lookup?bundleId=com.niwali.breinst to retrieve the App Store details...
iRate found the app on iTunes. The App Store ID is 565103521
And when I click on "Rate Now", I get:
iRate will open the App Store ratings page using the following URL: itms-apps://ax.itunes.apple.com/WebObjects/MZStore.woa/wa/viewContentsUserReviews?type=Purple+Software&id=565103521

It seems Apple changed the format of the URL slightly. That was nice of them.
I've fixed it in 1.6.2.
