Hi @mbgower
in the doc you provided, I don't see any advice for Ctrl+Up or Down, am I wrong ?

At the time I provided the link, the editor's drafted from March 17, 2016 contained the following:
Control + Up Arrow - Moves focus from anywhere in the accordion content to its associated accordion header or tab respectively.
They updated that draft on Dec 14, 11 days after my initial comment, and removed the Ctrl+Up Arrow key combination. No idea why. Maybe for simplification?
I see in your latest iteration that you've put Ctrl+Up Arrow in, and that it is working in Chrome and Firefox.
I'm going to follow up with the APG folks and find out why they removed this key as a recommended implementation, because it does not conflict in any browser that I know of, so is very useful.
