From October 16th RFC memo:
RFC 7395 - WCOSS Obsproc upgrade which includes the following changes:
- Compiled with bufrlib.v11.3.0
- Encoding of BUFR format buoy (drifting + moored) data
- Encoding of BUFR format synoptic reports
- Encoding of new WMO BUFR sequence for Meteosat AMVs
- Code changes put in place to handle future data streams
- Includes updates to gfs.v15.3.3, hwrf.v13.0.1, rap.v4.0.20, rtma.v2.8.4, and urma.v2.8.4 to prepare for the EUMETSAT change expected in late October
- Cfs.v2.2.9 changed to handle the buoy data change.
This package is expected to address the loss of TAC buoy data and prepare for the EUMETSAT change. To be implemented on October 20 at 1140Z.
