Notify isn't designed to watch single files, so the behaviour you report could be considered a feature, or at the very least "undefined behaviour".
Notify could watch single files, but this is a feature that would need to be deliberately developed — you'll find that other notifier libraries (in Go, C, Ruby...) also do not support it, the reason being that inotify doesn't support it, and I think the Windows API doesn't either.
I've opened #16 to track enthusiasm / thoughts / implementations for this feature.
