No, I'm using autogenerated from git tag tar ball.
Those files are missing in git repo or there are no make targets to generate those files during all targer execution.

If you a trying to build a release use the release tarball as published above.
If you are building from git use ./autogen.sh and it pregenerates a dummy version.xml etc.
