If you don't take an explicit dependency on Npgsql, it will take the lowest possible version that the EFCore provider allows, which is 3.1.0. This is how nuget works. But there have been several fixes since then (including #1100), so it's better to explicitly take a dependency on the latest patch level, which is 3.1.4.

Did the patch make it into this npgsql EntityFrameworkCore git repo? I cloned the repo and could not find a check in near June 2016 related to the problem. 2.0.0 and 2.0.1 came out in 2017.

@FrederickBrier are you seeing the problem? Which version of Npgsql are you using (the ADO.NET provider, not the EF provider)
