LLVM IR should not be dumped into the terminal

Just a quick note: all debug output should be guarded by the Python __debug__ flag. Running Python with the -O option should suppress Numba debug output. I plan to change all debug output to use the logger module, so output will be suppressed by default (unless you change the logging level).
