I got a similar issue, which I think is caused by adding the env key. You may want to try the command without it, since it seems vim.env is empty in your case.

@tjdevries any idea why adding an env var can cause this error? In my case the change that broke it was https://github.com/pwntester/octo.nvim/pull/160/files

I think you need to set env = { PATH = "/usr/local/bin:/usr/bin" } or something like that.
Another idea would be env = { PATH = vim.env["PATH"] }

I have set env = vim.env but it's not valid.
Fixed it to env = { PATH = vim.env.PATH }, I got successed.

I think it is worth adding this to the example in the readme, rather than the useless example env variables it has right now
