Provide additional error control functions for adaptive step size propagators

It might be useful to provide this error tolerance as a trait and define several of these like State, Mass, etc. In at least some hifi propagators, the tolerance on the state is the same regardless of position and velocity.

Maybe the best solution would be to provide the rss_step and rss_state as generic functions of that trait which take any sized state. It would be useful to look at how the state size of the error control would match that of the propagator easily (it currently does so at compile time which is nice).
