Implement Robot Vehicle Dynamics

#158 design for vehicle dynamics is merged.

Base implementation PR is in draft currently, but we already made it work with the PoC, so - big step ahead: RobotecAI/o3de-ros2-gem#162

Next steps:

1. Debug Vehicle Dynamics, submit it for review, pass the process.
2. Apply Vehicle Dynamics components to Apple Kraken (this task).
3. Include Vehicle Dynamics in URDF import (for the user interactive demo).

Closing as the issue as completed: we have a model that works with manual control as well as nav stack, and tuning is covered by #32
