Hi, thank you for the report. Important information is, that this problem happened when trying to upgrade Almalinux 8 to Almalinux 9 - which is mentioned in #1096. The problem is that executed application is from el7 so it's trying to use python2 instead of python3. I am not familiar with all changes made in the elevate project, so regarding that, I suggest to follow their documentation where I expect all required post-upgrade steps to be documented. I know the upgrade process only from the point as we developed it for RHEL systems and that requires always several post upgrade steps after the upgrade. If the system is not fully upgraded correctly, additional jump to another major version of the system will usually end with error - sometimes earlier, sometimes much later, which could mean e.g. broken bootloader. So before doing another upgrade, I suggest to check the current system is really fully upgraded and correctly configured.
Note: I tried to find it now, but I was not successful. I found only a quickguide which I guess is incomplete as does not mention any steps after the upgrade, and current upgrade process developed by us requires several manual steps after the upgrade to finish it successfully.
Also I see that current packages under the elevate project are based on 1y old leapp & leapp-repository packages, which I remember contained number of additional issues that have been originally documented for the official in-place upgrades of RHEL systems, but have been dropped already, have been fixed many months ago. I suggest you to contact your support or an elevate discussion forum where you could get help from people more familiar with the current shape of the elevate project.
I can point you to the in-place upgrade process documentation as we developed it, but be aware that it's not fully compatible with changes under the elevate project for non-rhel systems and it's also not compatible with old packages I found under the project:
