I've seen some projects discover that it's helpful with "Good First Issues" to try to give enough info so that someone new to the project can see what's involved, and reasonably have a chance of understanding and addressing the issue...
Things that sprint to mind here include:
- Who or what is Carl
- Where is Carl
- What is a "Carl Command"
- How might someone establish what the Carl Commands are?
- Will it then be obvious where to put them in the current structure of the Hub?
