So, what are the things you are not telling me? Why do you even ask for help if you wilfully withhold important information?
It should compile.

None but maybe you are pointing to missing cd command:
apt-get source php5.6
cd php5.6-5.6.40
DEB_BUILD_OPTIONS=nocheck debuild -b -us -uc
I'm using DEB_BUILD_OPTIONS=nocheck because of my own patches but i, of source, excluded them before sending bug report. The same error is happening also when using debuild -b -us -uc.
